VOC3 test: Ontology documentation: all terms have labels

This test verifies the extent to which all ontology terms have labels. The test will pass if all classes, properties and data properties have either an rdfs:label or skos:prefLabel. For skos vocabularies, only the skos:Concepts are assessed. Otherwise, the test will fail, indicating the level of completeness found (i.e., percentage of documented terms)
